Whether the moderators should step early or let the members sort out by themselves depend on the magnitude of drama. I the users start being too personal and start racial remarks, moderators should step in immediately.
As someone who has been an admin and a moderator over the years of me being not only on forums but also mod on places such as Twitch, Mixer when it was around, and Trovo, I have learned that with forums, it is best to give it a little to see if members sort it themselves, if not, then jump in.
When it comes to live streaming platforms, it's always best to jump in as soon as you can, as that can escalate fast.
It would really depend on how serious an argument is. I would ask a moderator to at first stance just keep an eye on things especially if they're just petty little squabbles. Once insults start I would have a moderator post in the thread asking for things to stay civil. If nobody listens then a moderator could then give out warnings or cool down bans.
